Perspective on Synergy of Chemicals and Hazardous Wastes Management

Management of hazardous wastes has similarity with chemicals because management policy, supervision procedure and hazardous characteristics of them are similar. From the aspect of international society, 'Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade', 'Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal' and 'Stockholm Convention on Persistent Organic Wastes' cover the key elements for the life-cycle management of chemicals. Relationships on environmentally sound management between chemicals and wastes and activities about enhancing cooperation and coordinating among these three conventions are summarized. The conventions implementation mechanisms in selected countries are researched. Also, possibility on cooperation and coordinating among different authorities of national government is analyzed and framework on training and technology transfer in regional level is proposed in order to improve implementation of conventions on chemicals and hazardous wastes and protect human health.
