Ex-Ante Economic Evaluation of HIV/ AIDS National Strategic Plans

The need to coordinate the multitude of forces and actors at work in the response to this epidemic is well known. For this purpose, countries have developed national strategic HIV/AIDS plans (NSPs). Essential for intensifying the response to HIV/AIDS, NSPs have become a necessary condition for major bilateral or multilateral financial supports. They provide technical and operational orientation to local, national and multisectoral responses to the epidemic. This paper considers NSPs as national health investment projects. It examines the rationale for investing in the implementation of NSPs from the perspective of the institutional economics and the project economics. By investigating the way costs, benefits, priorities, coordination, monitoring and evaluation are considered in NSP design; it underlines efforts made to organise and coordinate the response to the epidemic and discusses the limits of NSP implementation through distributional, sensitivity and sustainability assessment.
