CAST approved the SOPs and "best practices" for ground operations Safety Enhancement Detailed Implementation Plan through its data-driven and consensus-based process. This 42-member government/industry team relied on the results from data reviewed by the Runway Incursion JSIT on the most powerful intervention strategies to mitigate the risk of runway incursions. The data shows that SOPs and "best practices" yield the highest risk reduction in the near term at a minimal cost. The recommended practices contained in AC 120-74A have the potential to mitigate the risk of fatal runway incursion accidents both in the United States and within the worldwide aviation community. We have outlined a process where industry-wide consensus for voluntary implementation of SOPs and "best practices" for ground operations was reached. We have included a copy of AC 120-74A and associated training material for use by each LASS 2003 seminar attendee. The briefing and this associated paper have given examples of the success of implementation at two U.S. airlines thus far (American and US Airways). Rest assured, these procedures are continuing to take root at a number of US flagged carriers. The Commercial Aviation Safety Team (CAST), the members of the Runway Incursion JSIT, the members of the team drafting AC 120-74A and the authors of this paper join in encouraging the international aviation community to consider these SOPs and "best practices" for international implementation. Note: The authors wish to acknowledge the tireless efforts and deliberate work of the government and industry members of the Runway Incursion JSIT and all the members that participated in drafting Advisory Circular 120-74A. It is their expertise, insight and collaboration that has produced the SOPs and "best practices" which we believe can have a significant impact on mitigating the risk of runway incursions. It has been a privilege to be a part of these groups. The data-driven consensus that has emerged lays the foundation for meaningful risk reduction in this accident category.
