Preparation of the Bangladesh National Water Management Plan

This paper describes the process used in preparing the Bangladesh National Water Management Plan. The paper begins with a recollection of the background to the planning exercise and summarises the brief given to the planners. It then describes the sequence of steps in the process, the adopted analytical approach, the structure of the Plan and presentation of the final documentation, which is supported by a purpose - built Management Information System and a National Water Resources Database. The paper concludes by offering some general conclusions for those who may undertake a similar process elsewhere in the future. The Plan was prepared as a rolling framework plan to implement the Government' s recently published National Water Policy. A highly participatory approach was adopted, involving widespread public consultation amongst a broad cross - section of water sector stakeholders. Many discussion documents were prepared in the lead up to agreement of the Development Strategy, from which the Plan itself was evolved. A comprehensive approach was assured through both sub - sectoral and regional assessment of issues and options, with multi - criteria analysis employed to determine components appropriate to the Plan. A suite of nested objectives link high - level Policy goals and NWMP objectives with sub - sectoral and programme aims, creating a framework for future monitoring and evaluation of Plan implementation. The Plan assigns responsibilities for implementation of its 84 cross - cutting, national and regional programmes and provides, through means of an Investment Portfolio, a framework for those responsible to prepare their own projects, confident that these projects will conform with Policy directives and development priorities.
