The present invention relates to an analysis of basic information for a national forest survey and a system for inputting attribute data in the department of national forest management planning in which an earth contour for a point of the compass, an inclination, an altitude, and soil (soil type, soil depth, humidity, and location of soil) can be easily identified together with a coordinate, a location, and an area for a sub-compartment necessary for establishing a reasonable administration plan in agreement with an administration purpose of the forest. The main configuration of the present invention includes an input/output management module (10) for identifying, recognizing, and outputting various materials, and a registered area identifying module (20) for identifying a registered area of a sub-compartment which is a target of a national forest administration plan, a basic information analysis module (30) for identifying basic information of the sub-compartment, and a national forest administration planning department management module (40) for generating attributes of a national administration plan based on the registered area of the sub-compartment and basic information.
