PURPOSE: A system of realizing a customer service and a research development management for planning/evaluating/termination/achievement management of nation research development are provided to perform automatic selection and recommendation of optimum evaluation staff from evaluation staff within a database. CONSTITUTION: By using characteristic information of a research subject, an evaluating member extracting unit(110) extracts at least one evaluating staff from an evaluation member list within a evaluating member pool database(111). A evaluation plan file generator(120) generates evaluation plan file for research subject evaluation. A customer satisfaction measurement inspection processor(130) examines customer satisfactory through an evaluated person terminal and an evaluating member terminal. An evaluation result transmitter(140) transmits the evaluation result data to the evaluated person terminal.
