The South Yorkshire eLearning Programme (SYeLP) is one of the largest programmes of its kind in Europe and attempts to bring technology supported learning into classrooms and small to medium sized enterprises (SMEs). During the 2001-02 academic year, ECOTEC Research & Consulting Ltd. monitored and evaluated the programme during its feasibility stage. This paper explores the possibilities and constraints on evaluators working in a practical context and the choice of methods used. It discusses the strengths and weaknesses of the different techniques used, the types of information generated and their usefulness in policy making, and outlines key findings.
