Most of the eLearning course content offered in the Developing Wold today is imported from industrialised nations and often lacks relevance to local problems. American or English management course material, for example, does not necessarily address key issues discussed in Yemen, Kenya or Malaysia. Since the demand for relevant content increases, a first step towards local content production is the development and support a group of regional eLearning specialists. The strategy of the Institute for International Training and Development (InWEnt gGmbH ― formerly DSE/CDG) was to train interested educators by offering them specifically developed eLearning material and face-to-face workshops on instructional design for multimedia-based course development .In 2002, InWEnt, together with the eLearning consultancy firm common sense and content from the German tele-akademie, developed and implemented a six month long blended learning course program for education specialists in the Middle East.
