Evaluation Projects vs Environmental Ethics, Law Money

Mexico City's air pollution is a very unique case that is known around the world, and in many ways as the old west in the USA; a great attraction for gold diggers and pyrite salesmen. Projects to curtail air pollution in Mexico City have appeared in an endless science fiction catalog. Although many of these projects have been presented in good faith to achieve good, on the contrary, others are very well planned fallacies with only one goal; EASY MONEY. Aditionaly in some isolated cases these well planned fallacies are alleged to be supported by serious academical institutions in some way or another. The Case 4 project, one of four being presented in this paper, is an excellent example of a very well planned fallacy by pyrite salesmen. This project was introduced to the Mexico City authorities as a unique control alternative for the suspended particulated matter pollution in the Metropolitan Area of Mexico City. This project claimed that 20,000 small filters would be installed in one of the 16 areas that conform Mexico City. These filters would have to filtrate aproximately 2,500 Km~3 of polluted air in the boundary layer of the Mexico City Metropolitan Area (MCMA). Based upon these results this filtering network could be expanded to all the City (8-9 million filters would be required to cover the MCMA area). After the proposal was made public and claimed to be supported by the Center of Atmospheric Sciences at the National University of Mexico, immediately the University was approached by several professional associations to clarifyed our position, since it looked very outrageous for any Center of the National University of Mexico, to give public support to such a project. Because of the academic people involved with atmospheric dynamics and pollution did not participate in such a project, we carried out an inquirey to find out the person responsable for such statements; the finding of this inquirey was published in a prestigious newspaper. This action gave someone a surprise: A legal pursuit was claimed against my person for defamation.
