Assisting communities and municipalities with erosion/sediment control code enforcement: the 2 +10-Point Program

Civil authorities are charged to implement regulatory programs for the benefit of the larger community, a task not well liked by individuals, and not appreciated by others. HDR/WLJorden, Inc., has examined programs implemented throughout the United States, and identified twelve components that make them more successful than others. The twelve components address design, construction, and maintenance from a civil program prospective. Our company assists civil authorities in evaluating their existing program; and then helps them select components of the 2 + 10-Point Program for implementation. Prior to our assistance, the City of Atlanta (Georgia) experienced difficulty in meeting its program requirements. Using components of the 2 + 10-Point Program,Atlanta has improved its code enforcement program objectives; and citizens enjoy a cleaner community. This presentation will describe the components of the 2 + 10-Point Program.
