Unbound pavement base layers may deform gradually under repeated loading or rapidly in shear failure under a limited number of load applications. A conceptual, empirical permanent deformation model, accommodating both failure mechanisms is formulated. The model is calibrated using static and dynamic triaxial laboratory test results for a crushed stone, waterbound macadam and clinker ash material including the effects of density and saturation. Results from the calibrated laboratory models agree well with full-scale Heavy Vehicle Simulator results.
