The present invention relates to a pavement method for preventing early damage in a certain area and, more particularly, to a pavement method for facilitating maintenance and repair procedures by extending the lifespan of the pavement by preventing early damage to road caused by lack of support power by water rise, freezing and thawing and caused by pavement damage by fatigue crack and reflection crack during recovering process. By using the pavement method, deflection of road caused by irregular vertical or horizontal movement in poor ground road can be prevented by forming 1.5-2.0mm of rebar layer sheet and waterproofing layer using polymer emulsion and stiffener having grid pattern fiber mesh. Also, holes on a road can be prevented by forming a waterproofing layer in bridge deck pavement. Reflection crack in concrete pavement is prevented, and lower pavement layer is reinforced in paving old asphalt.
