For developing analtical models and computer silulations of plasma-based ion sources (e.g. ECR sources, duoplasmatrons, etc.), ionization and exitation reaction rates are needed. Recently, a simple Arrhenius-like reaction rate formula for Coulomb interactons was presented and was used to develop semi-empirical electron-impact single-ionization rate coefficients for barbon atoms and ions in plasmas [Yongbin Chang and C.A.Ordonez, Chem. Phys., 231, 27 (1998)]. SThe formula was devied gy extending the collision theory for reaction rates to be independent of the form of the interaction force. In the work presented here, the prevously develoed Arrhenius-like reaction rate forma for Coulomb interactions is used to develop semi-empirical electron-impact signle-ionization and excitation rate coefficients for hydrgoen, helium, and oxygen atoms and ions in plasmas.
