This paper will describe a methodology to guide the development and evaluation of virtual learning environments for use by people with severe learning disabilities. This methodology will be illustrated by examples from the projects undertaken by the authors in this field over the last eight years. In the development of educational software aimed at the special needs market, there is a tension between prescription (following a method) and creativity. It is acknowledged that methods may hinder creativity, and that its important to maintain a flexible approach to the education of a group of people with a huge range of educational, physical and emotional special needs. It is in this knowledge that this methodology is presented, not as a series of prescriptions but rather as resources for action.
