With communications becoming the backbone of protective relays, one must look at the overall goals of the communications architecture chosen and determine relative measurements from Intelligent Electronic Devices (IEDs) required to support the goals. Communication architectures, of course, are not just baud rate and physical interfaces. They involve other timing constraints within the IED that must be evaluated and probably substantially modified in order to meet the most communication-savvy users. This paper will propose a standard way of measuring these timing characteristics and also analyze their effects on overall network performance.
