摘要

The paper presents main results of a non-proliferation objective analysis on plutonium utilization in Russia obtained in the frames of ISTC Project #369. The Multi-Attribute Utility (MAU) model was chose as the methodology for the study. The method used has led to reasonable, explicable results. The study made has shown that effective application of the MAU model is possible only if political and technical objectives and sub-objectives are strictly defined. A realistic base for the scenarios under consideration is a general requirement of principal importance. Ranking, based on the non-proliferation objectives, does not give a distinct advantage to VVER (PWR) or BN (Fast Reactor) strategy of ex-weapons plutonium utilization: both are competitive. As for the choice of the best options it was shown that the process depends, to a great extent, on the specific measures adopted by the decision maker to achieve the non-proliferation standards.
