CNOSSOS-NL: ISSUES FOR NATIONAL IMPLEMENTATION OF THE EU ROAD NOISE EMISSION MODEL

In The Netherlands, as in other EU member states, the implementation of CNOSSOS in the national legislation leads to a conflict of interests. CNOSSOS is a harmonized noise assessment method that aims to deliver comparable strategic noise maps. Once CNOSSOS is implemented, the 2022 noise maps will be more comparable between member states. But conversely, they will no longer be comparable with the previous noise maps from 2007, 2012 and 2017. Also, the noise levels on our "CNOSSOS-NL" noise map will differ from the levels calculated using our current national method (Rmg2012). The Netherlands currently have sophisticated and well-established noise regulations and limits. Differences between the noise maps and the noise levels used in our current legislation will be difficult to explain and may lead to legal issues. In our national implementation process for the CNOSSOS road noise emission model, we are therefore investigating these differences. We critically evaluate the details of CNOSSOS and we consider options to adapt the model to our findings. We have compared the road noise emission levels to measurement results on Dutch roads, representing the average Dutch vehicle fleet. We have also compared the outcome of the road surface corrections between CNOSSOS and Rmg2012, which shows significant, seemingly unrealistic differences in some cases. This is important, given our high standards regarding road surfaces. Other correction factors, such as for crossings, sound-absorbing noise barriers, or sloping roads, may also lead to differences. Is it possible to adapt CNOSSOS in order to improve consistency as well as national comparability? How can we establish national emission values and road surface corrections? Our paper focuses on the differences in the results for road noise emission calculations and the technical solutions that exist to improve these. We also present the pros and cons of these choices in national implementation of the CNOSSOS method.
