The phenomena on the phase boundaries and the phase transitions are fundamental for condensed matter physics. I this work, the Q1D electron system was used for studying the influence of surface anions (SA) on the transport of surface electrons (SE) over helium film. Experiments were performed in the temperature interval of 1. 7-3.0K and at electron density up to $10^{9}cm^{-2}$. At a temperature of $sim$2.45K, which corresponds to transition SE to SA, conductivity shows a jump-like behavior that can not be explained using the existing theories.
