Energy efficiency in the Western Balkans – success or failure?

Most governments of the Western Balkan countries have declaredover the years their intention to make energy efficiencyimprovement a priority policy option, to decouple the GDPgrowth from the energy consumption growth… and yet, notmuch has been achieved in this region!Part of the problem is that most governments of this regionare not able to calculate exactly the energy efficiency indicators,because of a general lack of reliable and consistent energy consumptiondata. This makes it practically impossible to calculateestimates for energy efficiency potential by country or sector, orto establish energy efficiency priorities.The countries and territories analysed in this paper are ContractingParties to the Treaty establishing the Energy Communitysince 20061. The signatories of the Treaty committedthemselves to adopt and implement the EU electricity and gasAcquis, selected environmental Acquis, selected Acquis oncompetition, on renewable energy and, last but not least theAcquis on end-use energy efficiency.In spite of the significant focus on energy efficiency ofdonors’ assistance, in the last three to four years, the pickupof large national programmes is slow and the policy implementationis somehow scattered in projects rather than programmes.
