For pt.I see ibid., p.67-72 (1991). A statistical analysis of theANSI/IEEE loadbreak switching test shows that it cannot offer utilitiesreliability assurances. An alternative approach to loadbreak testing ispresented. It utilizes the concepts of a generic switching reliabilitycharacteristic, composite system switching reliability (CSSR), and lowerconfidence limits to relate laboratory test performance to utilityreliability needs. The major focus is the number of samples, which mustbe tested in the laboratory, needed to determine in-service reliabilityto some specified confidence level
