In the context of the development of intelligent education, the assessment of teachers' cognitive skills in information technology has been paid more and more attention by researchers. Therefore, this study carried out the assessment and research on the micro-ability of teachers' cognitive skills in information technology. Based on the loop model of analyzing the internal process of learning activities put forward by Romisosky, the study firstly divided the task dimension of teachers' cognitive skills into pre-knowledge assessment and applied pre-knowledge assessment. Secondly, different data acquisition indicators, data acquisition methods, data scoring methods and scoring standards are used for evaluation. Data acquisition and analysis are carried out according to multiple-choice answers and platform automatic saving. In the final result report section, not only the overall result of the evaluation, but also the comparison table of expert design scheme is given, so that teachers can understand the similarities and differences between their own design and expert design, and make timely adjustments and Suggestions for teachers' problems in the evaluation. The research shows that the platform-based cognitive skills assessment of teachers can measure the ability of teachers to explore learning activities, push personalized teaching design resources, and provide references for improving teachers' cognitive skills of information technology.
