This study analyzed of using local teaching material and ICT equipment in primary schools of Bangladesh and the Philippines. Local teaching material is such as blackboard, paper and poster and so on, ICT equipment is like PC, projector and smartphone. Bangladesh government set a slogan called "Digital Bangladesh" for the reduction of disparities caused by wealth and distance. On the other hand, The Philippines government have reformed educational system which is called "K to 12 program". It is included to enhance usage of ICT. However, those teachers have used not for education by ICT but for just using ICT. More attention should be paid to the fact that how teachers decide the teaching material local one or ICT. This paper shows characteristics of Bangladesh teachers use just showing movie as supplemental, the Philippines teachers use whole class as lesson plan.
