In developing nations such as in many African countries, planning has not been very successful due to lack of data and database development with certifiable chronology. This problem discourages research and plan review processes, and as a result, the implementation systems are usually corrupted. The Planning process is viewed by many of these nations as paperwork with no resource allocations and economic opportunities. This study applied concepts and technologies of urban transportation planning within the framework of geographic information systems-CIS, and focussed on Owerri, Nigeria. It used the modulation process (variable-shifts for problem detection) to categorize problems and their impacts.
