DRAINAGE ASSET MANAGEMENT STRATEGY (DRAMS)

The City of Edmonton Drainage Services department is in the process of establishing an 'asset management system' that ensures efficient levels of investment are available to deliver effective services sustainably. Drainage Services are responsible for the planning, management and operation of the City's wastewater and storm collection systems. As part of their long term asset management program, Drainage Services has commissioned a consultant to assist them in the development of their long term Drainage Asset Management Strategy (DRAMS).DRAMS will provide a long-term view of the needs of the drainage infrastructure in relation to the sustainable delivery of agreed levels of service. The ultimate goal is to ensure that the right type of drainage asset is renewed at the right time, with the application of the right technology.The first step in the development of the DRAMS was to gain an understanding of the current asset management capabilities and competencies of Drainage Services. This was carried out using the Comprehensive Asset Management Review and Assessment (CAMRA) tool. In addition, a strategic risk assessment was also conducted to identify the Strategic / Business risks, which may affect the ability of Drainage Services to deliver their objectives. Several key internal and external stakeholders were then interviewed to determine their views on the Departments approach to Asset Management. The output of CAMRA assessment, strategic risk assessment and the stakeholder interviews were then combined with a capital program review, along with a review of the current organizational design to establish the current state of asset management within Drainage Services. This formed the basis for the identification of a number of improvement initiatives that were combined to create an Asset Management Roadmap for the Department, which in turn forms part of the overall DRAMS.
