Since four special economic zones-Shenzhen, Zhuhai, Shantou and Xiamen were established in 1979 in our country, development zones have gone through the development course which is grown from nothing to something, from few to plenty and from inequality to equality and again back to inequality.The development zones have become a major force to promote the policy of opening to the outside world and constant reform and innovation of the system mechanism.Taken the world over, under the requirements of new international division of labor, technology progress and systems of all countries, development zones emerge as required and undertake certain historical mission in various stages.
