摘要

Developing high quality education has been as a basic state policy, and teacher education is also been placed on the key and prior position to carry out in many countries. Conducting effective teacher education becomes a main way to improve the level of teachers' specialization and classroom teaching quality. The development of modern information technology perfects the construction of web-based teacher learning community. And the application of video cases opens a new way for teachers' professional development. It's for this reason that in this paper we construct a new teacher education model, which constructed by a virtual learning community based on a teacher training platform on the internet. In the learning community, teachers as members carry out learning activities based on video cases learning. The learning activity mainly is discussion which combines leading by experts and peer coaching. This new teacher education model is also integrates teacher training with school-based research organically. It supports teacher education and promotes the development of regional teachers' specialization by way of sharing high quality teaching resources and scarce expert resources on the internet.
