The Model of Construction Project Safety Management Based on the Third-party Monitoring

With the rapid development of China's construction industry, safe construction has also become a focus problem, which becomes a constraint to further healthy development of construction industry. In the paper, firstly through analyzing the safety management of traditional construction project and the construction site management is emphasized as the key phase during the construction safety. Combined with BSC and PDCA, a project safety management cycle PMEO(plan, monitor, Evaluate, optimize) has been designed, which enable simultaneous monitoring and evaluation results reflect the actual project safety situation, so consequently it build up the thirdparty safety management system of construction projects based on PMEO, then the paper discussed how to evaluate the status of the construction project's safety and performance. This study is an exploration of the theoretical framework of construction safety management;of course, a large number of applied practices are needed.
