In the first instance, this paper attempts to propose the main aspects of environmental impact assessment (EIA) of land use planning and develops a relevant system of multi-indicators. These indicators were obtained through comparing and analyzing the selected recent literatures which served to illustrate the fundamental theoretical and empirical issues of environmental impact assessment in land use planning. Secondly, an extension engineering model about comprehensive evaluation of EIA of land use planning was set up according to matter-element model, correlation function and extenics theory. This model can transform the multi-criteria decision of EIA into the singleobject decision, and provide a quantitative evaluation result by calculating the relation degree with using the correlation functions The result can directly and soundly show the specific environmental status potentially produced by carrying out the land use planning. Finally, Zhoushan was chosen as a case study. The possible impacts on environment resulted from the land use planning were meticulously identified and predicted under scenarios of a given program subject to land use planning, and then the model and the indicators were applied to evaluate the environmental impact of land use planning. The results apparently and clearly reflect the level of environmental impact of land use planning in Zhoushan. The shortterm program, to some extent, imposes a certain negative impact on the environment;therefore this program needs to be adjusted to decrease environmental impact. Nevertheless, the medium-term or long-term program is completely feasible in terms of environmental impact. In conclusion, this paper represents a new approach to evaluate environmental impact of land use planning.
