The U.S. Fish and Wildlife Service is proposing to implement a Comprehensive Conservation Plan (CCP) for the Leopold Wetland Management District (District) in southeastern Wisconsin. This Environmental Assessment (EA) considers the biological, environmental and socioeconomic effects that implementing the CCP (the preferred alternative is the proposed action) and two other alternatives would have on the issues and concerns identified during the planning process. The purpose of the proposed action is to establish the management direction for the District for the next 15 years. The management action will be achieved by implementing a detailed set of goals, objectives, and strategies described in a CCP
