Nowadays the proportion of small and medium enterprises in national economy is becoming higher and higher. Also small and mediumenterprises are turning into the key-supporting object of national policy. So it is more and more important to research the management evaluation of small and medium enterprises, no matter from the outside or the inside. This paper started with the evaluation of SMEs' human resources, and then constructed an evaluation system including working-capacity, mental-capacity, technique-capacity and task-conditions. Then we used the theory of Analytic Hierarchy Process to analyse the index evaluation system combining with one practical SME. Lastly according to the educed evaluating coefficient we can grasp the strength of SMEs' HR more definitely and also realize the aspects to be improved.
