摘要

The human capital, taking education, experience and health as key variables, is the synthesis of population and quality of the people. On basis of the concept, an index system has been designed with such three indexes as educating life (education), on-the-job life (experience) and expectancy life (health), which can relatively reflect the human capita/entirely. Then taking Shandong as a study case, guide-lines and relative competition index of human capital are calculated based on data of Shandong census in year 2000. Finally, this paper has analyzed the difference of Human Capital among regions.
