This article carries on the analysis in detail from the dynamic environment’s angle to the knowledge management ability and the organization achievements, thorough understanding dynamic knowledge management ability connotation; According to the domestic and foreign knowledge management model, proposing reflection dynamic ability, the knowledge management and the organization achievements relation’s dynamic knowledge management ability model, establishing under the dynamic environment to organize the achievements guidance the process and the structure; Elaborating the foundation course, the knowledge inversion layer, the dynamic application layer ability construction surface in detail; Emphasized prominently the organization adapts to the environmental variation and the demand of knowledge resources’ dynamic disposition ability; The model three structures had pointed out explicitly each ability’s constitution, the role and the function, are advantageous for the organization to understand deeply own knowledge management ability the condition and the promotion way, enable the organization to obtain the adaptation environmental variation unceasingly ability and the resources, thus promotes the organization achievements, has the continuing competitive advantage; Establishing a set of appraisal weight optimization algorithm according to the particle group algorithm in the solution space optimization search aspect’s superiority, carrying on the optimization to the dynamic knowledge management ability’s appraisal target weight.
