The paper introduces the current condition of the Chinese overseas seamen human resource,the world's seaman demand and the quantity of Chinese Overseas Seamen are predicted by using the gray theory,and the estimation results are analyzed in this paper.Also some advice give are given on how to increase the quantity of Chinese Overseas Seamen.
