Democracy and New Public Service and Its Implication for Korean Public Administration: Focusing on Discourse Theory

摘要

Scholars have argued that the governance of public administration should be based on the New Public Service (NPS) rather than the New Public Management (NPM) and their claims rely on three practical importances. First,public administration is characterized as collaboration,responsiveness,empowerment and service to the citizen. Second,the spirit of New Public Management doesn't harmonize with the concept of Korean public administration. Third,it is time to weigh more on 'serving' or 'public service' since service emphasized as a key element of the quality of the citizen. On the basis of three arguments,this paper explores the issue of the consequences of the evolution of the public administration for democratic governance by preceding this in four steps. This paper refers to the background of traditional democracy trial in Korean public administration by finding criticism of the representative democratic accountability model,suggests discourse theory as a new alternative,and then discusses background of New Public Service and its lessons. Needs for implication in Korean public administration for future research are discussed in conclusion.
