From Restricted Dual Hierarchical Control to Competitive Multi-respect Networks Management―An Inquiry into (Research on) the Reform of China's NGO Management and Policy System

摘要

The institutional environment in which China's NGO is currently developing may be summarized as dual administration,hierarchical control,competition-elimination and development-restriction. This kind of system is not only against the growth of NGO as the Third Sector,but also the cause of factors of social crisis. From the aspect of governance,the development of NGO is an inevitable demand for the multiplicity of power center,the networks of social structure and the effectiveness of social function system,which helps to realize social harmony and equity. It is also an indispensable method to cultivate and accumulate modern civil social capital. The value of NGO in public management should be sufficiently recognized and the prejudiced attitude towards NGO must be rectified by the government,and then the reform of the system which advances from "restricted dual hierarchical control" to "competitive multi-respect networks management" can be gradually accomplished,so that a better institutional environment can be created for NGO to make use of their positive effects for public management.
