China IC industry is behind US for about 16 years, but the gap is diminishing rapidly. This is because the lift of COCOM and the rapid growth of China IC market. To catch this opportunity, Shanghai Philips starts the wafer Fab foundry service this year. In 6 months the company changes its financial status from zero income to overall company financial breakeven. This papers reports the mass production management of Shanghai Philips.The management of mass production starts from 3 objectives, faster cycle time, better quality and cheaper cost. In terms of faster cycle time, WIP control and wafer pull system are implemented. In terms of better quality, line yield and defect density are greatly improved. In terms of cheaper cost, cost control has been strengthened.With the implementation of this management system, Shanghai Philips wafer output increases monthly WIP is reduced continuously, cycle time is reduced significantly and the yield increases dramatically. The company becomes profitable in 6 months as the result.Based upon the experience at Shanghai Philips, the suggestions for developing China IC industry in terms of market, resource, technology and management are proposed.
