NATIONAL AERONAUTICS AND SPACE ADMINISTRATION COOPERATION WITH LATIN AMERICA, THE MIDDLE EAST AND AFRICA

A key theme of this Congress is that "a new era in the use and exploration of space for Mexico and Latin America has [been] initiated." This paper will discuss cooperation between the National Aeronautics and Space Administration (NASA) and countries in Latin America, as well as the Middle East and Africa. This paper will also look at the internal processes for the United States Government (USG) for coordinating agreements binding under international law. This paper also will touch upon other partners' processes for concluding agreements binding under international law.
