Urban rail transit network planning has a very close relationship with rail transit construction investment, operating organization, and social benefit. Therefore, it is very important to the development of urban traffic. Due to the particularity of its construction, once completed it is difficult to change. Choosing the most reasonable planning is very important. In this paper, we establish a comprehensive evaluation system that consists of four types of index, including traffic function, benefits, feasibility of construction implementation, and coordination of city, and, on the basis of traditional DEA and AHP methods, super efficiency DEA and triangular fuzzy AHP is proposed for a combination of an urban rail transit network planning scheme comprehensive evaluation method. The validity of the method is proved by a numerical example.
