Today’s international nonproliferation regime is a product of states’ robust commitment basedon mutual trust and respect to fight against proliferation of nuclear weapons. In this context,efforts to increase nuclear transparency have been playing a significant role not only insupporting international or regional nonproliferation but also in reducing potentialproliferation risks. With the aim to achieve a higher level of nuclear transparency, KoreaInstitute of Nuclear Nonproliferation and Control (KINAC) has carried out a project todevelop an Information Sharing Framework (ISF) to build up mutual confidence among thekey stakeholders in the field of nuclear nonproliferation in the Asia Pacific. This project waslaunched in collaboration with the Sandia National Laboratories (SNL), the Japan AtomicEnergy Agency (JAEA), and Korea Atomic Energy Research Institute (KAERI). The ISF isdesigned as an effective and efficient mechanism for sharing information relevant to nuclearnonproliferation. In the initial phase of this project, four participating organizations agreed toplace special emphasis on the establishment of a model ISF and the development of itsrequirements. For the purpose of making the ISF more practical and more pertinent to theactual necessity, KINAC is conducting the Transparency Survey which not only reaffirms theneed of information sharing for enhancing nuclear transparency in the region but also seeksfor the appropriate types and contents of information to be shared and for the optimalmechanism for the implementation of the ISF. This paper will explore the connectionbetween information sharing and nuclear transparency by analyzing the Transparency Surveyresults. It will also examine how meaningful results from the survey could be incorporatedinto the ISF requirements as well as into the implementation of the ISF.
