This is a preliminary study of the policy value of a state’s nuclear forensics capabilities and its effects ona state’s decision to transfer weapons. While the United States focuses most of its forensics capabilitieson deterrence efforts, it is important to also discuss the use of forensics for criminal prosecution as inthe European Union. This study uses both game theory and qualitative methods to examine the possibleactions of weapons states and non-state actors.
