In logistics network, due to effects of scale economies and capacity constraints of network components, logistics costs should be modeled as nonlinear functions. Taking into account scale economies and capacity constraints, a bi-level logistics network is modeled in this paper. Logistics costs of first and second sub-network are concave and convex respectively. The optimization problem of freight flow distribution for a capacitated logistics network based on mixed nonlinear costs is researched. Its object is to minimize the total logistics costs of the bi-level network. We propose a double-layer genetic algorithm to address the problem, and the effectiveness of this algorithm is fully proved by an example.
