In order to further analyze and optimize urban slow-moving traffic networks, this study introduces a complex network theory into the planning of slow-moving traffic networks. Based on the construction of a complex network and the analysis of basic network characteristics, a method was put forward to analyze static structure characteristics of slow-moving traffic networks. Through analyzing structure indexes such as degree, closeness and between-ness, the importance of network structures and the method of road network classification based on urban slow-moving traffic network were shown. Then, the hub nodes were founded and the grade classification method was put forward. The example shows that the analysis method of urban slow-moving traffic networks based on a complex network is feasible and could be used to further classify and optimize a network through the static structure indexes.
