What's Special about China's Policy Network: A Case Study on Food- safety-supervision System

As a typical public administration wicked problem, public sectors have to face the uncertainties arose from food safety supervision, which make it necessary to form a cooperation network to achieve the policy goal. While in turn the characteristics of policy network can explain the outcomes of China's food-safety-supervision policy. With the help of Ucinet 6, a visualization of policy network on food safety supervision in China can be got. And it explains the reform in 2008, which set up the rule that the Ministry of Health should lead and establish coordination of food safety system, and be in charge of comprehensive supervision of food safety. This analysis can be a firm verification of literature on interorganizational cooperation, which concluded all the characteristics of China's policy network like the lack of unified authority, division of responsibilities and duties at a lower level, and unstable issue networks can be a reason to the policy deficiency.
