In this article the planning and layout of pedestrian cross-street interchange facilities is studied through the fractal theory. With a case study of Xi'an city, the analyses of both the whole urban area and different urban districts are based on the detection of radial dimension, which shows a logarithmic correlation between the changing radiuses and the changing numbers of the researching objects within their corresponding areas. In terms of the detection results, it can be discovered that the dimension of the central district (Di) is bigger than the dimension of the burgeoning district (D3) but smaller than the dimension of the promoting district (D2). What's more, D2 > D (the dimension of the whole urban area) > D1 is another research finding. Thus, some beneficial conclusions and suggestions are raised. (1) The feasibility of fractal study on the planning and layout of pedestrian cross-street interchange facilities can be validated. (2) The relationship between parts and whole in city planning and urban traffic planning can be explained to some extent through the detection and comparison of radial dimensions. (3) The organic decentralization of different urban functions in city planning and urban traffic planning, which can greatly improve the demands of the transverse traffic of different urban districts, will ensure the harmony of the pedestrian cross-street interchange facilities and urban landscape on condition that the basic demands of pedestrian cross-street can be met.
