摘要

Key performance indicator (KPI) based on Balanced scorecard (BSC) is a more scientific method of performance assessment. However, the actual performance appraisal system is closely linked to the development of enterprises. In this paper, I study the actual development and the scale of investigation of Jinan Branch of China Unicom, take operation and maintenance department as an example, use the method of balanced scorecard and key performance indicator to design of performance evaluation, and draw relevant conclusions which provide suggestions for China Unicom to improve performance.
