On the Route Exploration of Public Services Equalization—From the Perspective of Basic Education

Basic education is not only one of the most essential ingredients of public education, but also the core of basic public services. Due to the combined effects of China's distinctive dual economic characteristics, geographical, historical and cultural differences among various regions, there exists inequality of basic education development in our country. Through comprehensive and systematic analysis, the reasons can be listed as follows: first, the national economy has lagged behind, which led to unbalanced development of regional economy; second, some deviation underlies in public policies of basic education; third, local governments lack investment motivation; finally, the intrinsic differences in cultural values. All these call for practical measures. Thus, our government should play a dominant role in providing basic education to minimize the gap of basic education services and strengthen the construction of teacher groups in urban and rural areas. In addition, local governments are supposed to arrange urban and rural education resources properly. In order to enhance the supervision of basic education, national standards with definite indicators are also required for further development of compulsory education and the realization of basic education equality.
