Attitude maneuver is one of the most important issues for spinning solar sail technology. The authors have proposed a tethered formation based spinning solar sail, and, in the paper, CP (center of pressure) - CM (center of mass) offset torque generation method using coordinated tether length change is proposed, and numerical study on dynamics behavior is conducted to check possibility of its attitude maneuver using the CP-CM offset torque. From the numerical simulations, instability behavior like a swing and nutation motion of the membrane due to solar pressure occur, which suggests that some kind of passive/active damping methods will be required. Also an estimation of attitude maneuver rate is conducted, and the CM-CP offset method can generate a comparative torque needed for space exploration missions.
