Enhancement of the rural and irrigation system infrastructure to disasters with a help of IT

Recently the newest information technology such as Web 2.0, "g-contents", GeoWeb, meshed wireless network standard makes rapid progress. If the irrigation control system or usual GIS in rural areas are enhanced using such new IT, such kind information system can be easily transformed into the disaster management system.
