The present invention provides: a cooperative communication system between LEDs for disseminating disaster information using visible light communication in disaster situations such as natural disaster or war; a cooperative communication system for disseminating disaster information; and a method, a system, a display device, and an electronic device for visible light communication. According to an aspect of the present invention, the visible light communication system includes: a server which transmits emergency information for disaster; a transmitter which disseminates and transmits the emergency information by visible light communication; and an electric device which obtains the emergency information and provides the emergency information to a user. The transmitter includes: a light reception module capable of receiving visible light; a communication module capable of communicating with the server; an output module capable of outputting an image with visible light; and a controller that obtains the emergency information from visible light emitted from another transmitter through the light reception module or from the server through the communication module, encodes the obtained emergency information on visible light for outputting the image, and transmits the emergency information in the form of visible light. The electric device receives incident visible light, emitted from the transmitter, obtains the emergency information from the incident visible light, and outputs alarm message based the emergency information.
