This study proposes a method of evaluating economic loss suffered by residents, which is important when considering earthquake recovery and insurance and other compensation programs. A residential structure damage function and a method of evaluating the economic value of residential structures were proposed as a method for evaluating damage to residential structures, based on data for the earthquake insurance paid at the time of the Hyogo-ken Nanbu Earthquake of January 1995. Next, as a method of evaluating damage to household property, a damage function for each type of household property and a method of evaluating the economic value of household belongings were proposed. In addition, equations for estimating the number of deaths and injuries and a method of evaluating the expense of treating injuries were proposed as methods for evaluating the human cost of earthquakes. The effectiveness of these proposed methods was confirmed and it was demonstrated that their combined use would enable the damage from a hypothetical earthquake to be estimated using only existing databases.
